A White House official and two sources familiar with the matter revealed that the White House has been preparing for months for a potential Democratic takeover of Congress, drafting plans to continue advancing key parts of its agenda through executive authority, while also preparing for congressional investigations into the Trump administration. Three people with knowledge of the situation stated that since April, senior officials including White House Deputy Chief of Staff Stephen Miller and Budget Director Russell Vought have been working with the White House Counsel's Office to sort out executive measures Trump can implement without congressional approval, covering areas such as immigration, tariffs, housing costs and federal spending. The White House official noted that White House Counsel Will Scharf and his team are also researching "what actions Trump can legally take on his own, in what areas he can push the boundaries of his authority, and how to defend these decisions in court."
